Who are we?

We provide specialist consulting services focused on optimising when and how wastewater, stormwater and water pipelines are renewed.

We are the leaders in providing asset data confidence, condition assessment, renewal prioritisation and the implementation of trenchless methodologies. We use our expertise and experience in this field to deliver innovative, cost effective and practical advice and solutions to the water, wastewater and utility sectors. The software, processes and training that we provide enable our clients to determine the best technologies for their projects and prioritise network improvements for short and long term benefits.

In addition to our core capabilities, our partnership alliances allow us to offer and provide a holistic capacity for optimising your pipeline renewals.

Director Profiles

Douglas Troon

Non-Executive Director, Chair

Doug Troon is a senior professional engineer with particular experience in the governance and growth of professional services organisations. He has provided consulting services to a range of commercial and industrial clients, with a particular focus on the delivery of both capital projects and the associated operations and maintenance management of infrastructure in both the local government and the private sector markets.

In addition to his role at ProjectMax, he is also currently the Managing Director of Amtex Services Ltd, a professional engineering governance and disputes resolution consultancy. Doug has strong commercial and governance experience, having been involved for more than 25 years as a Director of Duffill Watts & King Ltd in the delivery of infrastructure projects for local government and private clients, including as Chief Executive for 3 years for Downer EDI Pty Ltd, and for several private and public companies such as Top Energy Ltd and Counties Power Ltd. He has a Bachelor of Engineering (Civil) degree with honours and is a Fellow of the Institute of Professional Engineers New Zealand (FIPENZ). He is also a member of the Institute of Directors and an Affiliate Member of the Institute of Mediators and Arbitrators New Zealand.



James A Carmichael

Non-Executive Director

James Carmichael is a senior professional engineer and a strong corporate leader who has extensive experience in; governance roles, business strategic direction/redirection, and relationship influence in both local and international corporate and political environments. A seasoned and adaptable international Senior Executive, analytically minded and with a strong strategic perspective who has delivered shareholder value, through business growth, in New Zealand and the Asia-Pacific Region which has included roles as Excutive Director of Tonkin & Taylor (M) Sdn. Bhd, Executive & Directorship roles with PowerGen International Ltd and Ranhill Power Berhad.

In addition to his role at ProjectMax, he is also currently a non-independent Trustee Director of Vector Ltd, responsible for all aspects of the company’s governance and investment decisions, and an elected Trustee (one of five) of the Auckland Energy Consumer Trust (AECT), responsible for acting on behalf of the 300,000 plus beneficiaries.

He has a Bachelor of Engineering degree and is a Fellow of the Institute of Professional Engineers New Zealand (FIPENZ). He is also a member of the Institute of Directors.

Steve Apeldoorn is the founding partner of ProjectMax, a senior engineer with over 20 years of experience in local government infrastructure services, including 13 years of leadership and governance experience with private companies and public organisations focused on technology, best practice industry training and innovative strategic advice in the development of asset management programs for the optimal replacement, upgrading, rehabilitation and maintenance of pipe networks.

Steve is an author of the 3rd Edition of the New Zealand Pipe Inspection Manual, the Vice President of the Australasian Society for Trenchless Technology, Chair of the NZ Trenchless Technology Forum, and member of the Institute of Directors New Zealand (MInstD.)



Blair Telfer

Blair Telfer is a senior professional engineer with over 20 years’ experience in the water & wastewater industry and with local government. Blair has lead numerous teams on large scale infrastructure renewal and upgrade projects and is a recognised New Zealand leader in trenchless utility installation and rehabilitation. Blair is an International trainer providing education and training to engineers throughout Australasia on both the practicalities and issues involved with the physical installation or rehabilitation of assets, through to the specialist management of installation. Blair also works with asset owners in reviewing renewal and rehabilitation policies for best practices, standards and specifications, and renewal programs and strategies for the optimal replacement, upgrading, rehabilitation and maintenance of pipe networks.
